Ollie questions his role as Green Arrow while reflecting on the innocents who have been harmed because of Green Arrow. Sgt. Notting and the Vice Squad invade a corrections facilty and begin killing the inmates until they are confronted by Chief Westberg, the Seattle PD, Green Arrow, and Black Canary.

• Emerald Outlaw - There is no credit for the cover art in the credits in the issue. DC Comics website credits the cover to W. Scott Forbes, but this appears to be incorrect. There are initials that appear to be a stylized JEF on the cover. These same initials appeared on the covers to other issues which were credited to Juan Ferreyra.
• Emerald Outlaw Part Four - Emiko appears in a costume and asks to be called Red Arrow.
